Mississippi's Foster Care System Breaking Down

The New York Times ran a story last week on the state of Mississippi's struggle to fix their child welfare system. The discovery of 13 children who had been abused while in various foster homes over time was one of the wake-up calls for the government. In 2004, a class action lawsuit was filed against the state for failure to uphold their duties as child-protectors. The state did admit that it had not complied with child welfare requirements in 2008, and then agreed to settle the lawsuit. There are 5,142 children in the foster care system, but only 1,486 licensed foster homes. There is now a plan in the works for a third party to intervene in order to help resolve these issues.
